About the Project

EERC is partnering with Mercy Corp to Build Resilience to Climate Change and Carbon Market Opportunities in Smallholder Farming Systems in Northeast Nigeria under the “Feed the Future Rural Resilience Activity (RRA), a 5-year project funded by the United State Agency for International Development (USAID).

Northeast Nigeria (NEN) is characterized by harsh weather conditions, with the majority of the population being smallholder farmers, pastoralists, fishermen/women, and forest-dependent households who derive their livelihoods from natural resources and thus, are most vulnerable to climate shocks and natural hazards and consequently loss of investments leading to low productivity and income. EERC aims at building resilience to climate change by promoting climate change mitigation and adaptation practices that have the potential to not only increase productivity and conserve the environment but also increase productivity as well as create opportunities for carbon credits among the beneficiaries. The project has three main objectives and these include:

  1. Enhance the capacity of the state government to establish a suitable platform for carbon market mechanisms as well as ensure mitigating the impact of climate change across the state.
  2. Promote Agro-forestry among 3000 farmers to create multiple benefits such as improved food security, livelihoods, ecosystem functions, regeneration of degraded farmland, and lasting income generation from carbon markets.
  3. Promote the effective utilization of agri-waste and carbon farming practices among 7000 farmers to reduce the incidence of soil erosion, improve the productivity and income of smallholder farmers as well as enhance the sustainable utilization of resources, thereby reducing the impact of climate change.

The project will adopt a market-led approach to improve livelihood, build the resilience of farm households to climate change, and increase income through participation in agroforestry and carbon farming opportunities and thereby reducing the incidence of soil erosion, improving the productivity and income of smallholder farmers as well as enhance the sustainable utilization of resources, thereby reducing the impact of climate change in Adamawa and Gombe State.

About the Position

The Monitoring and Evaluation (M & E) Specialist reports to the Program Manager. S/he provides overall technical support and data analysis on evaluation of market system approach within the carbon market development in northeast Nigeria. Within this context, the M & E Specialist provides leadership to the implementation of the Project’s Results-Based Monitoring and Evaluation Plan including the development of methodologies as well as thematic approaches for cross evaluations to provide an evidence-based performance, including relevance, efficiency, effectiveness, sustainability, and impact of the project. The M & E Specialist is responsible for the development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance of same.

Key Responsibilities

The M&E Officer will provide technical leadership and support in three major areas:

  • Development and review of work plans including activities linking planning with regular progress reviews and resource allocations.
  • Data gathering, analysis, and reporting of project progress for effective implementation and adjustment.
  • Monitoring and evaluation progress against stated results for the project M&E plans, and

 Specific Tasks to be Undertaken

  • Work with Field Officer to identify, profile and analysis beneficiaries socio-economic profile for inclusion in the project activities.
  • Develop accurate, realistic and measurable baselines, indicators and targets at the sector level.
  • Conduct baseline assessment, design of database of socio-economic data for planning, implementation and follow up of project development plans and strategies
  • Develop M&E mechanisms at state level, as well as relevant field-friendly tools, modes and systems for data collection, and subsequent analysis
  • In coordination with Field Officer, collate and provide analysis of data and information, producing substantive analytical and informative reports
  • Guide the documentation processes for the best practices and lessons learnt based on programme approaches pertinent to implementation of project interventions
  • Coordinate with Project Leaders, Community leader and relevant stakeholders to ensure required monitoring tools are employed properly and utilized regularly

Required Qualification

Education:

Bachelor degree in Statistics, Agricultural Economics, Mathematics, Social Science, Economics, or other related field.

Qualifications and Experience:

  • Bachelor degree with 3 years of increasingly responsible professional experience working or collaborating with donors, government and/or international NGOs in science and/or social sciences evaluation; and periodic updating of technical skills;
  • Proficiency in the use Statistical and Econometric Software such as SPSS, and STATA, is strongly required
  • Recognized expertise in monitoring and evaluation;
  • Strong track record of innovative leadership in managing evaluations, and proven ability to produce demonstrable results;
  • Extensive network within the academic and development community;
  • Field experience is a strong asset.

Languages

  • Fluent English in oral and writing ability is required and the ability to speak Hausa is an added advantage.
